Exiting the CFA franc is not merely a political gesture. It is a simultaneous transformation of law, public finance, financial stability, monetary logistics, diplomacy and collective confidence. The real challenge is not simply issuing a new currency, but ensuring that a poorly sequenced transition does not trigger a currency crisis, a banking crisis, imported inflation and a rapid deterioration in debt sustainability.

In such a process, credibility, liquidity and continuity of payments become vital. Senegal approaches this debate under highly constrained financial conditions. According to the IMF, total public sector debt may have reached 132% of GDP by the end of 2024, including domestic expenditure arrears pending audit conclusions. In that context, the margin for error is extremely narrow: even a modest loss of confidence can translate into higher borrowing costs, liquidity stress and exchange-rate pressures.

The issue, therefore, is not whether leaving the CFA franc is desirable in theory, but under what institutional design, sequencing, safety nets and macroeconomic discipline such a transition could be conducted without systemic shock. This podcast offers an operational reading of the possible scenarios and the indispensable safeguards.
