Europe sidelined by Donald Trump's new National Security Strategy: In-depth reflections on a document that upsets global balance

Europe, taken by the virulence of words, suddenly discovers accused of civilizational weakening, institutional drift and economic regression by its most crucial strategic ally.

The document, which claims to redefine the United States global policyIt is an ideological manifesto, an act of deep geopolitical reorganization and an assumed willingness to reshape the world order according to American interests.

At the heart of this reconfiguration, Europe is confronted with a brutal truth: in the eyes of Washington, it is no longer the robust ally that it believed to be, but a fragile, indecisive and threatened continent in its very substance.

This paper provides an exhaustive analysis of this strategy, its real scope and its impact on the future of Europe and the balance of powers.

American Doctrinal Break: A Radical Redefinition of the International Order

National Security Strategy 2025 marks the abandonment of three decades of globalist approach that, since the end of the cold war, had shaped the American posture in the world. The document begins with a severe indictment against strategic over-extension, excessive faith in international organizations and the illusion of American leadership to maintain a liberal global order. Trump believes that these choices have weakened domestic industry, chained the United States into endless conflicts and benefited allies more than the American people.

The new strategic matrix is now based on sovereignty, economic autonomy and strict border protection. American power is no longer thought of as a guarantor of an international order, but as an instrument to defend the country's vital interests. The document stresses the need to reindustrialize America, repatriate value chains, secure critical resources and rebuild a military force capable of deterring without engaging in prolonged adventures. This vision translates into a re-evaluation of bilateralism to the detriment of multilateralism, perceived as ineffective and contrary to national autonomy.

Trump also introduced a contemporary rereading of the Monroe doctrine, explicitly stating that the Western Hemisphere is once again the top priority of the United States. The Indo-Pacific zone is seen as a vast theatre of economic competition against China, while the Middle East is no longer seen as a permanent hotbed of conflict, but as a region where stability must arise from economic partnerships and pragmatic agreements. In this vision, the United States is less interventionist but more demanding, focusing on effectiveness rather than ideology.

Europe under the fire of criticism: the sideration of a continent targeted

Never before had an American strategic document used such a harsh vocabulary towards Europe. The section devoted to the continent is a prerequisite for rare brutality. It depicts a Europe in economic decline, claiming that it now accounts for less than half of what it weighed in the world economy in 1990. It describes a continent that has been trapped in over-regulation, has lost its innovative momentum and is now trapped in bureaucratic and supranational structures that prevent its forces from mobilizing.

The paper places particular emphasis on the demographic crisis, on theexhaustion of national identities and on cultural transformation presented as irreversible. According to the American perspective, European migration policies have destabilized the social fabric and contributed to a deep crisis of confidence. The explicit reference to « civilizational disappearance » The most significant element is that, for the first time, an American strategy considers that certain European nations may eventually lose their historical and cultural cohesion.

Beyond the diagnosis, the text accuses some European governments of having betrayed the fundamental principles of democracy by reprimanding political opposition, censoring certain public debates and imposing geopolitical choices contrary to the majority will of the people, especially with regard to the war in Ukraine. This direct intrusion into the internal policy of several European states far exceeds the framework of a strategic analysis: it is approaching an attempt at normative interference in the political life of the continent.

The European sideration also stems from the profound paradox that is going through the text: although Europe is described as weakened, ageing and divided, it remains explicitly presented as a strategic, cultural and economic imperative for the United States. It is a useful but deficient Europe, necessary but disappointing, strategic but on the verge of marginalization. The United States is calling for a strong Europe, but it is for it to be a more reliable and aligned partner, not for it to emancipate.

Towards a reconfiguration of the transatlantic alliance: support, pressure and conditionality

Strategy 2025 confirms NATO's continued existence, but within a deeply reoriented framework. The alliance is no longer seen as an unconditional US commitment to European security, but as a partnership whose obligations must be rebalanced. Washington demands that Europeans give up « free-riding » and finance their own security at levels never reached since the second half of the twentieth century. The reference to « Hague Commitment » Encouraging NATO members to devote 5% of their GDP to defence is a major turning point that upsets the internal balances of the European Union.

However, this reconfiguration is not based solely on accounting logic. It is part of a desire to reshape European geopolitical priorities. It argues that it is in America's vital interest that hostilities cease rapidly in order to restore the continent's economic stability and rebuild a sustainable strategic balance with Russia. This prospect paves the way for a major tension: the United States could now pursue a diplomatic strategy independent, if not diverging, of that defended by the European Union.

This repositioning puts double pressure on Europeans. On the one hand, they must strengthen their defence to maintain the relevance of the alliance. On the other hand, they are encouraged to reorient their geopolitical strategy so as not to expose themselves to a possible partial disengagement from the United States. Europe is thus placed in an unprecedented situation where its security is still largely dependent on America, but where America requires profound political, economic and ideological transformations.

The global implications of the new doctrine: a world recomposed around American interests

Beyond Europe, Strategy 2025 is reshaping the world order by focusing on economic competition, pragmatic regional stabilisation and redefining alliances.

China The strategy is no longer based on a frontal military or ideological confrontation. The aim is to dominate the global economic future, secure supply chains, control key technologies and reduce strategic vulnerability. Trade war thus became a central instrument of national security.

Russia, However, it is no longer presented as an existential threat. The document acknowledges the deep differences, but prefers to maintain a framework of « strategic stability »based on deterrence and pragmatic diplomatic arrangements. This position, which differs from the European perspective, opens the way for direct bilateral negotiations that could redefine the security architecture in Eurasia.

In the Middle EastThe strategy marks a turning point in refusing nation-building logics and in favour of economic partnerships based on energy resources, break-up technologies and regional security.

AfricaFinally, it is envisaged as a new space for economic, technological and mineral competition. The United States claims an increased presence, not to directly counter China, but to secure strategic raw materials.

All these guidelines announce the end of classical multilateralism based on international institutions, and the rise of a world structured by logics of blocs, regional interests and enhanced sovereignty. The world order is becoming more fluid, more fragmented, more conflicting, but also more bilateral and more transactional.

Conclusion

The 2025 National Security Strategy is a moment of historical change. It does not merely set out the defence priorities of the United States; It rewrites the rules of power, reverses the foundations of multilateralism and imposes a sovereignist reading of international security.

Europe, the privileged target of this criticism, finds itself weakened, questioned in its identity and reprimanded for its inability to fully assume its security. For the first time since the end of World War II, the United States has spoken to Europe not as a natural partner, but as a vulnerable, unreliable and overly dependent ally.

This sideration must lead Europeans to a profound introspection. The American message, brutal but clear, says that Europe must reinvent itself if it wants to remain a major player. It will have to rethink its sovereignty, restore its demographic and economic vitality, strengthen its defence and harmonize its internal differences. Otherwise, it risks finding itself on the periphery of a world redefined by American power and structured around new axes of global competition.

In this recompositioning environment, France and the European Union will have to decide whether they want to be spectators of the new world order, or resolutely commit themselves to becoming full-fledged strategic actors again. The US strategy of 2025 is not just a critique; It is also, paradoxically, an invitation. An invitation to the re-foundation of Europe, to the reconquest of its historic role and to the redefinition of its place in a world where power becomes the central language of international relations.
